The attention goes to people crossing borders. Researchers are just as concerned with trapped populations — those who cannot afford to leave a place that is becoming unlivable.
Why it is hard to measure
- Most climate-driven movement is internal, not international.
- Leaving takes money, so the least able to move are often the most exposed.
- Movement is usually gradual and repeated, which makes it hard to catch in a single snapshot.
- Whether someone intends to stay or go depends on ties that no administrative record captures.
